Nowadays, if a country needs ten million bucks, it can be wired to them in a matter of seconds. Physical borders are meaningless when it comes to information transfers now. Maximum technolgy yields maximum fluidity.
Sure, there are security measures in place. You can't get money into any account with impunity. But there are people who can. They're underground, they're criminals, but they exist.
You may be able to outlaw MP3s. You may be able to get BB to figure out how to scan computers for them and punish criminals. But you'll never eliminate it entirely. There will be people who maintain archaic computers that are designed purely for MP3 manufacturing and distribution.
The only way to eliminate MP3s? Eliminate the technology. Make EVERYONE trade in EVERY computer for specially bundled computers that have the software and functionality of 1991's machines.
And even that won't be enough. Someone will write software for those machines to rip MP3s, and all the shit will happen all over again.
Whether MP3s are legal or not is irrelevant. It's too late for that. The legality should've been wrestled over when they were first figuring out the codec oh so many years ago. The same thing happened when VCRs were first released commercially. The movie industry was having a fit, because people could record movies offa TV. No one would buy movies anymore, they screamed.
But you know what? People bought movies still. The ones they recorded offa TV weren't as high quality as the ones the movie industry offered.
The same goes for MP3s. 128Kbps is not true quality. You don't get "perfect"(by perfect I mean indistinguishable from the original by the human ear) until 192Kbps, and even that's questionable. Some people claim they can still detect the difference.
Now, I realize that the analogy isn't entirely congruous. But the essentials are the same. New technology yields new fluidity, and with it, protests arise. However, it's too late to go back now. Far too late.
The only thing we can hope for is that we're wise enough to manipulate the technolgy in purely beneficial ways.

Over time hundreds of people would read these books. These people were therefore in a way stealing from the writers and publishers, after all why buy the book when you can read it for free just as easily. So these libarys are now loaning out free books that keep others from buying the book and helping the writers earn a better profit for their work.

I don't think the legality should be called into question. It's clearly illegal on some level. And yes, there are varying levels of illegality.
The idea that must be addressed is this: what solution do we have? The technology is out. It's readily and relatively cheaply available. How do we stem the tide?
The only solution I see is a moral revolution: where stealing is once again seen as a crime.
And given the current state and direction of the world, I don't see it happening. I won't say it's impossible, but it's highly unlikely.
Unless you have another solution, I'm stumped.
