Gligar looks like it requires Emerald being inserted into the DS slot, which of course requires the National Dex, apparently.

A) They don't want you using the same party as the other games. Experiment with all the newwww Pokemons.
B) Nintendo loves money. Gotta pay if you want 'em all.
C) Contests are pretty fun. Underground is alright, but it just seems like a timesink that takes away too much from the actual fun of Pokemon. It feels like a cheap flash game they threw in just to make people waste more time.
