I used the commander area to PL a few times. With a higher population, it's probably always camped, but it is a decent xp area.

I did CT from 29-35ish. LGuk from there will take you all the way to 50. Or at least it did when I was leveling Tillomiki.
I fully expect that I'll take 2 years to get to 50 like I did before
