Yes, plus that only those that drive to NYC, got quite a few that travel to Trenton or Philly.
Give a diffrent example, My Uncle Mike will drive from Helena MT, to Whirling WY (550 Miles) to visit my Great Grandma, or Drive to Billings MT(240 Miles) to visit my Aunt Linda with out even thinking about it, and that's pretty Typical of anyone in the state. Someone that gets less MPG should not only have to buy more gas overall but also pay a higher fee? Or are you implying this with what you said? I'm not sure and want to make sure I fully understand you.

I think that there are alot of jobs where people have a large commute. For example, UBT and Josh and I all three work 60 miles away from where we live. It can take us anwhere from an hour, to sometimes 2 hours to get to work or back home, depending upon traffic.
The cheapest gas around here jumped up to $2.63/gal today.
When UBT was still in the military he worked 50 miles from our home. Several other people I know have to commute to other cities, and even other states in some cases.
I don't think that it would be considered as the average person, but it isn't unheard of, and it can be pretty common in different areas. Places where there isn't enough decent housing, or if the person might be working as a Contractor at different jobsites.
So I guess the short answer would be, yes.. it could affect the average.

yeah, that's pretty much it.
I'd probably be in a middle bracket, I have a pickup that gets about 21 mpg but I also make use of the utility quite a bit... I'm probably going to pick up something that gets better mileage to drive around normally pretty soon. OMG... responsible use of fuel? say it isn't so!

It would be impossible to enforce.
Besides, people with lower MPG cars are already penalized because they have to fill up more often, plus they have to pay the "gas guzzler" tax when they buy the new car, there's no reason to add another penalty there. As long as those people are willing to pay for more fuelings, there's nothing wrong with them driving a guzzler if they want.
