As-is, the law against prostitution is a moral one. I disagree that morals should be enforced by the law.
And retardation may be "not the norm", but how else do you expect anything to happen in terms of the advancement of the human race? One day, we'll all just be born smarter? It happens in increments, and sometimes nature gets it wrong.
Doesn't mean it doesn't happen, or isn't natural. The only difference is the fact that it's usually weeded out in nature much sooner then it is in human society.
