Is there a way to make newly produced fighters on a planet join the sector defense?

You transfer energy to your base on the planet, or you have the planet produce it... seems to take a LOT of colonists to produce enough energy even at a high percentage when you have even a moderate number of fighters...

If there are fighter defences in a sector, lets say in toll mode, before you enter the sector (Turns spent getting to sector are already gone) you have three options. Pay the toll, retreat (At the cost of a turn), or try to use cloak. I'd suspect that the higher the cloak and the fewer the fighters the more chance of sucess, but that's logical, and we all know games arent that.
Anyway.. Cloak is used in fights for something.. I dunno, forget.

i may attack you, but i wouldn't destroy you and take your planet. fighters and torpedos are cheap, a planet, 600k colonists, 200k ore, something in that neighborhood of goods, doesn't come cheap. and she stole about 14000000 credits raw on my planet, too.

I aint trying to kill people. I am TRYING to get this stupid little universe to mature. Instead of being a bunch of little people playing simbase until they are bored, I am giving them something to hate, something to fight! Band together! Make alliances! Take me down! Hardly maturing the universe. How can you say you arent trying to kill people? I got killed and my ship was trashed, and I couldnt have had more than a million credits on me. You guys spends 340 million on upgrades, why kill people hardly worth 1% of that

1. Can you, if you take a planet, alter the port? IE can I make a "Special" Port in order to buy parts? Or am I pretty much screwed by the fact I have to fly around looking for one outside of Sector Zero once I get past Average Tech Level 8? I need to know for future reference.
2. What, exactly, does a Genesis Torpedo do? I gather you can't use them in combat since they have to be specifically activated. I know that (by Star Trek canon) the Genesis Torpedo creates planets. What if I go to someone else's zone, pay a toll, and then try to deploy the GT? Does that work at all? Or does it set off all sorts of trouble.
3. Okay...upgradeable elements of the ship. Hull size seems to control how much you can carry. Power controls how much Energy you can store, yes? Engine controls how fast you can move over great distances in realspace, yes? Computer controls what? Now...Beam weapons and Torpedoes I get (and know you have to reload Torpedoes) but does method of attack have anything to do with the fact there's a Shield thing to upgrade AND an Armor thing to upgrade/repair? Or is Armor just a matter of Ship Hit Points, and Shield is a function of how much incoming damage is deflected?
I need like a tech manual hehehe.

Computer effects your nav computers abilities. I think its like 1 computer for each addition jump your computer can track. So their is a path of X or less jumps where X is equal to your computer, you can use computer and find a path.
Very good when you arent quite up to the 14-18 engines needed to go from 0-3000 in 1 turn
You can have more than one planet in a sector so I imagine that you just create another planet.
