I take it there will be a point to strum up and down so I can't use my elbow for the Whammy bar?
As for strumming, I consistantly only strum downwards, though learning to strum up and down will definitely help when the much faster parts kick in later.

Note that you can easily get through the entire game without doing a single hammer on or pull off. It will definitely make some parts easier but don't go nuts trying to get it down. It took me a while (had beaten all songs on expert) to get a good grasp of it and I still only use them sparingly.
