What's work safe for one person isn't for another. The only thing that clearly isn't work safe for everyone is explicit porn.
IMO, it should be taken down or possible to be blocked for those people who it could bother, but Drysart obviously put it up thinking it was fairly work safe, being that it's a drawing which shows essentially nothing.
If the rule varies on a scale as much as this one do, the only real thing you could say breaking it is the common demeanor, explicit porn or likewise.
