Have tried the following just now:
Unplugged and plugged in various combinations of my 3 hard drives
Unplugged and plugged in either or of my CD-ROM/CD-RW Drives
Unplugged and plugged in various combinations of my 3 sticks of ram
Unplugged my network and sound card
Set bios to various settings, including "fail-safe" settings
It wont take a windows install at all. It is really and truly dead.
It was a great system while it lasted *sniffle*
But...must move on.
Looking at Alienware systems, and it seems that Best Buy carries em. (I know, I could just rebuild mine, but, well, I think I want some tech support this time. Im sick of shit breaking simply because I built the system. Hehe)

Just an FYI on what I have tried so far, as suggested by various people:
plain install
copy files to hd then install
fdisk /mbr
unplug/plug in 3 different HDs
unplug/plug in 2 different CD drives

changing various bios settings, trying fail safe in bios
Underclocking processor as low as 1050 MhZ
PS Swap

problem detecting some hardware....try leaving all cards out accept the graphics card? and maybe swapping out cables on some stuff? (such as cd-rom and hard drive)

run the install off your WinXP CD.
I do this for 98, NT, NTAS, 2k, and 2kAS... I assume it still works for XP.
Also, make sure the Virus protection shit in your BIOS is turned off. That caught me a couple of times.

you can install XP even if you boot with a win98 floppy. the floppy is just to get you to DOS so you can do the lock command, i believe.
