It is a way to subdivide genres. Genres make it easier for people to find games they'd enjoy. Turn-based strategy games can cover a wide variety of games, from a small-squad tactical type of game such as Final Fantasy Tactics or Warhammer 40K Squad Command all the way up to games like Civilization and Galactic Civilizations 2. Both sides of the spectrum are vastly different, and there's a good chance that fans on one end wouldn't be fans of the other end. They both are turn-based strategy, but different types.

I like 4x games and I never really heard them being called 4x games until recently. I just called them turn based strategy games. 4x is fucking stupid.
