The begining of the series takes place before Sylvia gets her hands on a V-Watch. I'm unsure if she ever does, since the fansubs I was watching stopped once it was licensced.
But like I said, the series was never meant for a Saturday Morning theme, so avoid it

I don't have problems with those characters. When they were on the original TAS, they rocked. Animated Series Frieze saved what was otherwise a second-rate Icicle/Captain Cold knock off, and turned him into a compelling Batman villain.
And the stories were decent enough when they switched to Tim, but they kiddified the show. One of the groundbreaking things about TAS is that they broke all the "kid's cartoon" rules.

Seeing Dick deck Batman in TAS was one of the finest moments in cartoon history.
