I would have to look it up in the instruction, but I think that is only in uniform (Though I wouldnt be surprised if it were any point in your life while in the service)
The thing about boot camp is, it is not a place where you go and get yelled at. They speaking loudly because there are around 70 to 90 people in the division, and they speak harshely because they do not want you to become comfortable. The RDCs are not permitted to touch you, spit on you, make derogitory comments of any type, and they are required to listen to you if you call a training time out(you are aobut to pass out or die) or if you believe there is a safety hazard in the evolution you are undertaking.
RDCs are not people who scream and throw fits. Most of the time, they are teachers and they will explain stuff to you. If you do it incorrectly, the stress they put on you is to make you try harder to get it right.
I went back up to Greak Lakes one time to oversee our sponsored division last year (commands can sponsor divisions going through basic) and talking to the RDCs, some of which were MY RDC's or worked with my RDCs, I realized that these people are human. Its funny. Recruits go through boot camp once before going to their job. RDCs go through boot camp repeatedly, once every month or two. It is one of the most stressful jobs in the navy, as you pull an 18 hour workday each day with the odd day off every now and then.

However, just because it is in the INSTRUCTION that way, doesnt mean that it is always carried out that way.
But it is in the 'rulebook' you may call it.
