First, you should see paul554. There's no length of time whereby we will accept him. Do not think that everyone gets such a time.

Artistic misconception. Happens a lot, but for some reason it is very noticable in anime (Only saying that because, while I seriously dislike anime as an art style, the lack of minute details allow for the tiny imperfections in perception to show through)
It was probably drawn at the odd angle it was photographed in, and for some reason when some people draw on a surface that has been rotated 45 degrees than on a paper as they normally write, it comes out disproportionate.
