It's pretty shitty of this chick to lead you on. If I were you (and who knows, maybe I am!), I'd tell her what you think about it and that it needs to come to an end if she doesn't want anything else out of your relationship (whatever sort of relationship that may be).

She knows I want her to be my girlfriend, and all of that stuff. I have a six month or so history of on-and-off emotions with this gal.
But recently (a few weeks ago) she tells me there's never any chance of anything happening between us. So I'm like "whatev, 
" and then meet this chick that shares a lot of my interests. So one day I was just watching movies, then all of the sudden it was mack attack with this one chick.
So this gal that just rejected me finds out and tells me "oh guess what it turns out i really really like you." Well fuckme. Now, this other chick has some emotional problems and stuff (and isn't too interested in the sorta relationship I want) - plus I've been chasing after this first gal for six entire months... so of course I do what I do.
But apparently this gal can't go out with me because she can't forget about me and the other chick gettin' freaky, but she can get freaky with me without worrying about feeling bad or whatev.
I'm gettin played so badly, man.

That's pretty weird. I'm willing to bet that Girl 1 doesn't care for you the way she now claims. What most likely happened is that felt a pang of jealousy, and misinterperted this as deeper feelings for you.
That or she's playing you like the ace of spades.
If you still want to take the chance with her, be cautious. As for that other girl, I have no idea what to tell you without knowing more about her situation.
