You'll have to redo every way you can do healing (except regeneration, ) and every form of damage in the game. As it is, melee by itself is insufficient, spells are insufficient (less so than melee, but more so if melee includes poison) and healing/mana cost is geared towards 700-1000 skills.
Also, if you force people to specialize down to 400 skills, PvP could very well become very tedious. The key to PvP in UO has always been the most effective combination of melee and PVP.

...Running is easy. If I was able to run away from 7xGM mages on horses with a 95% success rate, I'll be able to run from NPC guards.
As for rewards for winning, you could always do something similar to Vet Rewards where, rather than getting bonuses to make you stronger, you just get cool stuff like Ethereal Horses.
As for limiting tank mages with the skill cap, players are far more effective specializing in either fighting or spellcasting as it is.
