From what I'm gathering off your states website, what you're doing isn't illegal, but is considdered an act of road rage. You do that in CA, you're looking a a suspension of licence for 5 years minimum, $1000 fine and a possibility of prison time. Worst case: removal of licence, $15,000 fine, and 20 years in state prison IIRC.

Speed limits in CA on Interstates/Highways vary from 35 to 80mph. I've seen places in Arizona with 80mph on it. Safe for the avg 65 zone is 74 and no more. This I have learned the hard way. But hell, I know how bad the I-15 is, only from out of Temecula to about the really outskirts of Las Vegas is it where you see people doing well over 100 but once you hit the city... bam traffic 24/6. Saturday night to sunday morning are the only time where you may have a 1/4 mile empty spot.
Anyways it's illegal (I know these from checking) to flash your lights(high beams) in:
California, Arizona, New Mexico, Texas, Oregon, Washington, Hawaii, Nevada, Idaho, Montana, Utah, North/South Dakota, Kansas, Okhlahoma, Lousiana, Arkansas, Missouri, Iowa, Minnesota, Illinois, Tennesee, Georgia, Flordia, N/S Carolina, New York, New Jersey, etc... (didn't spend time checking every state)
Usually it's a "Reckless Driving" charge associated with it.
The way I see it, you don't know who you're warning; could be the duder who cut you off, or double parked in a full parking centre, or ran the red light almost hitting you, or whatever. Courteous drivers tend not to be the ones speeding excessively.
For that matter, if you're speeding on a residential road, you deserve a bit of a scare.

but it's not where he lives. it would appear the attitudes of how people drive and even the laws themselves depend on where you are.
I used to be a speeding, wreckless asshole, but I've since learned my lesson the hard way, and I am now a nice law-abiding left-lane driver. I'm more relaxed driving now than I ever have been before, and I enjoy driving just as much as ever.
I don't mind doing the limit, and it gives me a sort of twisted perverse enjoyment to be on a two lane (total) county road and have some overeager prick tailgating me. I didn't slow down for him, and I'll be damned if I'll speed up for him.

if it is, it seems he's only being an asshole to soemone who's an asshole. the fact he has only two lanes sucks, but people should back off. if he slows down slowly, it should be obvious what's going on.
if someone else is going 85 behind him and slows down two car lengths behind him to his speed, then he's being an asshole for not letting the guy pass
nahh if they sit at a distice for awhile and they want to pass when I have a good break to the right I'll let them pass.
rember im passing the cars on my right its not reasonable to ask me to get behind some 55 mile an hour guy and get stuck there becuse of heavy traffic in the left.

Im sorry I cant see how that applies to me. I dont like to change lanes and I take myt foot off the pedel to slow down to the posted limit when somoen tail gates me.
I dont tailgate or tap the breaks. I'll do 80 in the 70 becuse I know the interstate was designed for it and then and only when conditions are optimal when it rains I slow down to whatever seems safe. at times 40 mph if its a cloud burst.
lots of road rage here. when I found my self reaching for my pistol is when I stopped carring it on my person when in my car.

For a while, in parts of Wyoming or Montana, the daylight speed limit was "your discretion". They probably dialed thta back, since I'm sure at least a few folks were flying down the road, driving the speed of stupid.

They put a 75mph hour limit because to many ijiots from out of state get them selves killed. I am bettign it's mostly the morons that don't understand no speeding in the rain or snow.

And people who insist on staying in the left lane, with one or more cars behind them trying to pass, do cause bottlenecks on the freeway which defeats the point of having freeways. It's much better to slow down to the traffic in the right lane then it is to impede faster traffic in the left lane.
Back to my original question: I asked it because I used to let people know about upcoming speed traps; something I learned on the road that other people did. So I did it, because others did it. Now, I don't warn people about speed traps. I figure they know the rules of the road as well as I do and can see the signs of traps ahead.
The only thing that bothers me is when the traps are set up to tap you at the change in speed limit sign, not a reasonable amount of time/space after the speed limit sign so you can adjust your speed without braking hard and causing problems for the people behind you. That's not entirely a fair statement. His driving is dependant on the attitude of Florida's laws. If he adapts to Europe's, he'll be fine there.
