it's called using the /loadskin command.

Otherwise all your windows will be moved back to their default place, and any extra chat windows will disappear.
You can do the same with /loadskin <name> 1
The 1 tells it to use the init files.

There's a UI you can get that gives you smaller bars with the names on them. They would fit in about that size of an area, if not smaller.

1) Is there a way to minimize EQ without having the window bar on top. If no, how do I minimize since ALT TAB doesn't work and my cursor won't go above the bottom part of the window

Windows+D, or whatever you use to Show/Hide Desktop.
