If the storm is strong enough, then mandatory evacuations are issued for the Outer Banks, and onward in depending on storm intensity. You will almost never find a basement in Eastern North Carolina.

Dunno, Here in Jersey we shrug it off mostly. some Area get evacuated before hand, usally those right on the coast or area's prone to flooding, Like Manasquan and Seaside Around were I live. Other than that, I imagine most places do the same thing, specially Florida, it just goes with were you live.

And Ryuu was right about how its handled here. Depends on the severity of the storm, normally mandatory evacs are made known at least a day in advance, more sometimes. They have shelters for people to go to if they are displaced due to this.
FYI: The last major hurricane to hit NC was Floyd. THAT one managed to cause massive damage fro mthe rainfall, they just in the past year finally finished getting everyone displaced into new homes. [ 09-12-2003: Message edited by: Falaanla Marr ]

Heading to the basement is the wrong thing to do. Even if you're away from the beach, the rain something like this can dump will come so hard and so fast that storm drains can overflow. This creates flooding, even in normally flood-free areas. And during a flood, you don't want to be in the basement.
Mostly, you just get the hell out of Dodge.

Maybe you've forgotten, but we live in an area prone to tornados. Sure, they don't do as large an area of destruction, but they don't give a few weeks of warning either. Hell, you don't even get a day's warning.
Not to mention, what a tornado hits is GONE.
