Staff of the Wheel is a Wizard staff (10/100 10int 10hp 10mana) that can be quested for in EverFrost. You have to gather rods from all over the world. THe result is the staff and an item with infinite insta-cast identify. Both the jewel and the staff can be turned in to the quest giver for the runes to make the Ice Comet spell.
It's the staff that Schalaa has been using since level 20.
