It can also be taken to mean that the game is, in itself aobut 'a' ghost
It could be Duran, the new villain in the SC universe, or it could be another special ghost. Possibly Kerrigan to. I mean, yes she has her claws and such, but that doesn't do much good when you have a wraith ramming lasers down your throat now is it?
I had the same idea though, a MGS type game set in the Starcraft universe where you control a ghost

Imagine if you will, being cloaked and moving through a complex, navigating hallways crowded with technicians, avoiding them as you move between gaps formed by the people. Bump into someone, he shouts, everyone dashes for an alarm, and you are more or less screwed, because now you have to try and complete the mission on a full alarm. Motion Detectors, controlled EMPs to knock your cloak out etc.
Things like that
Night vision, Infra, limited psychic powers and a wide assortment of other goodies
I wouldn't say 100% it is a console game, I mean, the console convention could have just been the largest gathering of gamers in the basic time frame that they wanted to announce it anyways

September 19, 2002 - Although seen primarily as a PC developer, Blizzard is certainly no stranger to the world of consoles. From well-known titles like Diablo, StarCraft 64, Warcraft II, and Blackthorne to lesser-known works such as Norse by Norsewest, The Death and Return of Superman, Rock 'n Roll Racing, and Justice League Task Force, Blizzard actually started out as a console developer on the Genesis and SNES back in the early '90s before any of the PC "Craft" games they're so well-known for today. Now the Irvine, California-based developer is going back to its roots as it were and planning to delve into the console development once again. Today at the Tokyo Game Show, Blizzard announced that it is working together with developer Nihilistic (of Vampire: The Masquerade fame) on an all-new game set in the StarCraft universe: StarCraft: Ghost.
Those of you familiar with the PC version know that StarCraft was (and still is) one of the best and most popular real-time strategy titles ever, and its notoriety stretches across the world, from sea to sea. There are literally mammoth arenas in Korea where tens of thousands of spectators gather specifically to watch people play StarCraft, so it's not surprising that Blizzard would want to continue and expand the franchise. However, this time Blizzard is taking the StarCraft universe in a whole different direction. Instead of sticking with the RTS model, StarCraft: Ghost will be a story-driven mission-based third-person tactical shooter that promises just as much stealth as it does action. Whew, that's a lot of hyphens.
So how does this fit in with the existing StarCraft universe? Well, although it's an action game, we know that you can expect to see a lot of crossover between the two titles, at least in terms of atmosphere and setting. "As we are creating our game worlds, and going through and figuring out what happens, there's a lot of areas that don't get touched on, or maybe only get alluded to," Blizzard Vice President Bill Roper tells us. "And so the idea with StarCraft: Ghost is to kind of fit that into maybe what you know, and maybe what you've guessed at and don't know, and where things might be going in the future with StarCraft as well. We want it to be a very integral part of the entire storyline that's been built up."
Like the name implies, StarCraft Ghost puts you in the role of a stealthy Ghost trooper from the RTS, specifically a female Ghost named Nova. In case you've never played StarCraft and have no idea what the Ghost unit is, they are stealthy assassin troopers born with Psionic abilities and trained at a young age to be super-soldiers, kind of like high-tech ninjas with psychic abilities. Not a bad unit to base a game off of.

As a Ghost unit, you'll have a formidable arsenal at your hands. The Ghost C-10 Canister Rifle will of course be making an appearance as Nova's standard sidearm, but since the game focuses solely on the Ghost, you'll have a wider array of weapons at your disposal than we saw in StarCraft. While Bill wasn't willing to give away too much at this point, he did say that Nova would be able to use a Perdition flamethrower that the Firebats used in the RTS. There will also be at least one melee weapon in the game: a sort of Protoss-Terran technology hybrid curved cy-blade that looks similar to a Klingon bat'leth. You can see Nova using this cy-blade in several of the accompanying screenshots, and this looks to be useful in stealthy situation where you want to make a silent kill.

Although I like the idea of the game, I'm flabbergasted that (A) it's a new genre, and (B) it's a console game.

It's my birthday. I thought, for a fleeting moment, that Blizzard had decided to give me a present by naming Starcraft 2. I thought that they'd give me hope for gaming in the coming years.
And what do they do?
They slay my hopes and dreams and leave their bloody corpses hanging from XBOX-shaped hooks on the wall.
