If you can get her to a new vet, or if your regular vet is open to it, see if you can get her on a very low dose of Prozac - puppy prozac. It really does work on these obsessive types of things.

Dogs can develope a type of cancer in thier paws during middle age which annoys them fiercely, and they will do this sort of behaviour, because they can't help it. It's not THAT serious, but it can be if left untreated or contained. IF thats even what it is. Even if it's not, allergic or nervous behaviours such as these are very bad for pets health, and if left untreated, can be devistating.

Do you have any foxtail plant-weeds? Or are there any around?

Then my last guess...

Are there any seeded plants around? Not trees or anything, bur rather smaller plants/weeds etc.

Only thing left I can think of. Our dog had trouble with foxtail seeds...turns out they can get stuck in/partially under the skin of the paws, irritates the hell out of the dog.
