Aye, it should be able to kill monsters a few levels above the player at lower levels, but not powerful enough to kill monsters lets say 10 levels above the player, so the weapon gaining power as you level instead of starting out at full power would probably be a good idea.

Having it upgraded by anyone but the god itself kinda defeats the purpose of a "weapon of the gods"

Given that your weapon skills, spells, damage caps, hit points, and special skills (Double Attack, Dodge, ect) are based off of your level, even the uberest weapon won't let a newbie take on something too much higher than them.
They'll be able to chew through stuff near their level really quick, but for the deep reds they would still need help.

Nothing to powerful but its still a nice sword.
Now, to get a "upgrade" I would need to travel to the Plane of Growth and recvive a quest from Tunare herself.
Something like, get a item from Hate and Fear, give her those and the sword voila! I get this
Of course there will be other items to get for different classes/races and dieties. But this serves as a good example.

Keep in mind, if you found this, you'd probably be the ONLY person on your server with it, unless you stopped playing your character, or didn't want it.
PS: There is a weapon ingame called, 'The Arm of Quellious' or something.
I love the idea of items converting you, maybe even making items given out by other dieties unusable to you.
I also do not like the whole random spawning on the ground thing. It should be a GM event.

Also, if the weapon spawned in areas designed for only level 60+ type encounters, then it won't get as much use as it should for the work that it would take to implement. If you are already the most powerful you can be, why do you really need the strength of a diety? This isn't to say that an item WON'T spawn in those places, there's always a chance.

The weapon converts you as is the nature of the REASON it exists in the hands of someone OTHER than the god it came from. If it were limited, then it could go through any number of people before it ended up with someone who could actually USE it.
If it was a GM event, that wouldn't really fit with the idea of a god 'casting his weapon down to Norrath to seek out an instrument of his will.' That would be a GM holding an event like so many before it, the GM choosing the recipient, then everyone complaining because an uber guild came and killed the GM, and some newbie got an awesome weapon and probably won't make it past level 20. Cookie cutter, anyone?
Of course it would be nodrop. May or may not have a recommended level. Even a newbie with primals can get wasted by deep reds. It's not going to make you invincible by any means. If you destroy it, or choose not to use it, then it goes to someone else, creating a passing down of the weapon from wielder to wielder in the search for the true Hand of whatever diety. This way the weapon always stays in the game.
