Mostly because our undstanding of the Universe is still at such a low level. We have not even put a human on a planet outside of our own solar system, none the less figured out how time functions in every possible scenario.
At the stage we are at...time travel (of any significant amount) is impossible. But that's not to say it wont be 200 years down the road.

The real question is... what if time travel has already occured however the person couldnt travel back to report their findings!!!! hah!
What if is history already has been changed or is changed constantly and we just cannot remember it because the change is part of our history? Hah!
