I'd put money on Den over myself in this case.

The second way to get RoS faction, without killing anything, is the Going Postal quest from the League of Atonican Bards.
Dragons don't believe in killing other dragons, which is why they didn't kill Vox or Nagafen for their treasonous crimes. Killing Vox Or Nagafen would, if anything, make them angry that people killed a dragon, even if that dragon was exiled.
As it stands now, it's most likely that since they were exiled, RoS chose to forget about them completely and doesn't care either way.
Killing in Castle Mistmoore raises LoAB and RoS.
Killing bards raises AoM and RoS.
Doing the bard mail quests LOWERS RoS and AoM.
Despite doing every bard mail quest in the game, trying to see if there was ever more to it, I spent so much time in Mistmoore that when Kunark came out I was Warmly to Gorenaire.
There is only one dragon in the game that I know of whose death raises faction with a dragon-faction. This is because he is a canniable and eats other dragons. So my quiz question: Which dragon is this?
Not sure where you guys got the idea that mail quests increase RoS faction, but like Kanid said, they dont - they decrease it. RoS is only happy if you kill bards

Killing Kunark dragons (outside VP) raises faction with Bards, Mistmoore, and Venril Sathir.

Um, doing any of the postal delivery quest LOWERS Ring of Scale... it doesn't raise it. Of that I am sure, I've seen my brother do several variations of that quest, it has a negative, not positive, effect on Ring of Scale faction.
I heard a rumor killing Venril Sathir raises Ring of Scale... not sure if that's true or not, but he's not in Classic EQ anyway.
Know for a fact that killing any bard NPC anywhere raises Ring of Scale, as does killing certain mobs in Mistmoore. Killing Vog and Nagafen, as well as snow orcs in Everfrost, raised Ring of Scale at some point of time according to Ilia's Bestiary, but they may no longer do so. I'm not sure if them being listed is an error or if they just used to raise RoS faction but no longer do.
Anymway, here's a good listing of what affects Ring of Scale, though it may be a tad out of date...
As for old world dragons giving RoS factions hits, they never did, and neither did ice globlins, ice giants, and fire giants.
