Looks more like colored plastic nail caps. We get them (clear though) for our kitties sometimes when we get tired of them clawing things up.
I'm lucky, my cats don't claw up anything, so I don't have to worry about that... The one just uses the scratching post, and the other has three legs, so she can't really claw anything.... I trim their claws though, which they LOVE sooooo much.... 
He actually doesn't mind them at all. I was surprised at how easy it was to put them on Zodiac, then again he is generally OK about me touching his paws.
