Most state laws forbid you from gambling unless you're 21 or over, it has nothing to do with laziness, the casinos have to enforce it or lose their license.
Most Indian Reservation Casinos let you gamble once you're 18 though.

Yes, State Lottery is different than casino gambling.
The Lottery is 100% run by the state government. All of the Lottery machines are controlled by them, and all of the backend equipment is in a state controlled facility.
Casino gambling is usually run by multiple private individuals, with oversight authority by the government to make sure the proper laws are being followed.
They are entirely different machines for countless reasons. The biggest of which being that by comparison, the State Lottery is incredibly more simple than your average casino.

I dunno man, I have a friend whose mom took her to a casino for her 18th birthday. And there was a guy in my English class senior year who definitely was not 21 but worked at a casino. And hell, if you can work there...
You can gamble at Casinos in Minnesota when you turn 18.
