Its probably concept art, unless that was taken from a recent issue...I'm sure that ADV Films and Gainax would be all over them if this was for real. Usually any character, especially robots go through several designs before one is decided on.

Also, I've read the first few issues of Mystique, and that does not fit the art style at all.

Depends. Keep in mind that artists "sneak" copyrighted material into the background all the time. First four issues of the latest JLA, for instance, had the "Hyperclan" vaporizing Earth criminals. Amongst them (slightly blurred) were people that could clearly be made out to be Wolverine and Dr. Doom.

So long as it's not a major point (for instance, if all the Sentinels looked like that, and were a major element of the issue art-wise), companies generally let it slide. Artists are fans too, folks. Never forget that.

That rule has less merit on this forum. It's not like these rezzed threads are overshadowing active threads so much, here.

There are already three of four Hellsing discussion threads, for instance. It's inefficient for every person to make their own "OMG Hellsing's cool everyone" thread.
