These came up before. In fact, I think it was the same site, and anyone non-us came back with either outragously slow or mind-bogglingly fast results.
It's not accurate at all.

Web cache effects this as well as quite a few other things. Hell, Layer 3 and Layer 4 switching would have a noticible impact on this.... You can't trust the web for shit. Besides, the advertised rates for DSL and Cable are for the link between you and the ISP. No where else.

I've hit up in the low 500 range on upload on very rare occasions, too
