My 70 mage basically walked into dead Strat to get the one there. It's all about the aggro range at 70. The undercity one didn't even make me go into the cirty; just the throne room.

Friend of mine, 68 Warlock, got those without a problem. The Org one you just ride in, grab it and ride out. Only problem would be if the Horde decide to be dicks about letting you get the coin.

Hell, Gilneas had regular visits in IF from High Warlords. People would stand around and "do nothing". Just kinda hang out with a high level (and high honor value) Horde character.
Of course there was the one time they held the HWL hostage for a couple of hours... Devine Intervention + Mind Control == funny.
And yeah, God forbid we wouldn't allow you to walk into the capital city and finish a quest and not get ganked for it. That's incredibly foolish of you to assume we should not cause you any inconvenience.

I didn't say anything about having to do a damn thing. Generally if I see a Horde person running around in a city flagged they're going to get killed. However if I see them making the run for a specific NPC for one of these holiday quests I leave them alone assuming they're not making an ass of themselves. I guess I must be in the minority of players on this one.

No, it's if you attack the guards. The NPC guards will attack you, but if you let them pound on you without attacking back you'll never be flagged.

No, it's if you're retarded enough to walk into the capital thinking that if you don't hurt anyone, they'll give you crumpets and tea.
Even on PvE servers, if you walk into a capital that belongs to the opposite faction, you're flagged for PvP.
