The only other way I could think of fixing this is to get your own private internet, be it cable or DSL. Then, you'll have your own IP address and be able to host to your heart's content.

I actually had a similar problem a while back, and thought it was my ISP (MTS). It turns out that it was actually my router blocking all hosting ports. Making myself the DMZ fixed the problem I was having.
I don't think Shaw would have a firewall on their modems; I have a friend that gets cable from Shaw, and he can host games just fine. It's probably something in your apartment building's LAN, such as a router, causing the problem.
In other words, unless you can somehow access your building's router/whatever and change some settings, you might be screwed.
