It's one of those differences between British English and American English. When you say "public school" in England, you're talking about an elite private school.

Sorry, not sarcastic at all.
Maybe it's going out of fashion lately. But when one refers to a "public school man" one is talking about an elite private school and not normal public schools.
One can even find the history of the expression, since the schools were established by public law and were "public" in the sense that anyone with enough money could go there.
It's not at all a joke. . .but maybe the expression is no longer current.
