The three big noted things were :
Ships that were being targeted while cloaking (someone starts to lock you, you hit cloak) you would become uncloaked when locked. (buh by my 60mil Cov Ops cloaking device, on my expensive force recon ship, or my 10mil frig)
Bookmark copying will be limited to 5 bookmarks at a time.
And crap about the que system 'working as intended' by disallowing jumps if the node was at 95% cpu or higher.
For those that play EvE and have a grasp of how everything works, I'd hope the nerfage is pretty apperent.
But the first change would make any form of covert intelligence MUCH more risky, and change the way it's been working since it was first implemented because the Devs were too lazy to fix the bug they made in the last patch. The had said it was going to be a temporary fix until they revamped Cov Ops all around, but they gave no indication as to when (other than SOON(tm), per usual) or what they would do to change it. So your 70+mil investment was now as useful as a 9,000isk shuttle for all intensive purposes if you got caught on a gate (in a bubble or whatever).
People bitched and moaned about the bookmark change. That I'm not personally as against. Granted it means I probably would never take the time to copy book marks again, and thusly would be at a severe disadvantage, but oh well. But alot of people were understandilby unhappy about the new difficulty in creating their instant transportation systems.
And then people came out of the wood work to blast CCP about the ques. That I'm all for. I don't think I want to try and participate in a big fleet battle, or hell a small roaming gang bigger than 3 people in throw away frigs or cruisers. If you get stuck on a gate because of a que and the bigger force you just ran away from comes in on you, you're screwed. Lamesauce.
So yeah. I'm glad that they've delayed the patch. I'm not happy that cov ops are still borked(not that I liked flying mine anyway), but I see it as them responding to the community, and using ze Germans as an excuse to put off the changes, and fix the borked stuff(hope).
I'm not a CovOps, so I don't care one little bit about the rest.

You don't use a covert ops for PvP. You fit 2 things in it's high slots, Probe Launchers and a Covert Ops Cloak. That leaves my character Delorin with no free high slots for weapons, and almost no extra CPU for anything else, after cramming the 3 low slots with CPU enhancers. Oh, but I can put 2 light drones in the bay. Whup whup.
Covert Ops role was scouting. Scouting ahead, or behind a travelling gang, or to find enemy gangs in system. Or once they had been found sitting at one of their PoSs that we had no hope of taking out with our current numbers and we couldn't ogranize dreads to take out the pos, sitting around, and just watching the enemy. That's what made up 90% of being a covop. Watching the enemy, or watching a gate for the enemy. When you did find them, you had to slow boat around to make a good warp in for your gang. And half the time the fleet commander would report their position totally wrong, so instead of coming in at 150km, they come it at like 30km. And then yell at me for it.
But even though I don't like the job, neutering Cov Ops(and cloaking as a whole) like that would remove 90% of the useful intelligence that fleet commanders were used to having at their fingertips. And it's that, that got everyone incredibly pissed off. You can't just break something and then say "Hey, look, it's a new feature that it works this way now".
And Kenn, you know how when you first warp into a system? Your ship sits there for 30 seconds and you can't see it, and neither can anyone else? That's what a cloaking device does. NOTHING can see your ship when it's cloaked. Not probes, overview or scanners.

Didn't get a chance to see it. I spent the majority of yesterday in classes, and way far away from a computer. Not to mention that Dev responses are pretty spread out on the forums, and the original patch thread got canned after they woke up and saw th 16 pages of bitching.
