My actual amount of ISK was edited out.
And yes, attributes are displayed with decimal points (every level of Learning adds 2% to each attribute) because the fractional values do factor into training times.
If you have, for instance like I do, 16.96 perception, in game EVE only says you have 16 perception, because it always rounds the display down, but in the actual training times, it counts as 16.96, damn close to 17.
