Note I'm on Cingular. My budget is pretty decent but I'm avoiding a PDA phone for the time being. I'd consider a non-Cingular branded (i.e. unlocked GSM) phone, but it needs to be 850/1900 and not just 1900. These phones are both in the $300 range for a non-contract purchase (The ericsson is 400 with a 100 dollar rebate) so any votes of Other should be in this price range (unless the phone is pure awesomesauce, then a bit higher is a ok.)
Also note: Functionality is nice, but this purchase is also going to be based heavily on looks. I tend to prefer non-flip phones, but the RAZR is an exception to this rule.

First: Sony Ericsson S710a
Pros
Rotate is cool
1.3 Megapixel camera -- since my GF is getting my camera when she leaves in a month for Cali, I'll need a simple point-and-shoot in my pocket.
Memory Stick support -- with a bit of work, can play video on this phone. Nice benefit.
Cons
Only Memory Stick Duo is supported (128 MB limit) -- No MS Duo Pro capability.
Significantly thicker than option 2.
Pretty screen may be easily scratched.
Second: Razr V3 (Black)
Pros
Slim and cool looking.
Attention getter.
Nice display.
Cons
Seems like it may be a bit fragile.
Not very proportional.
Lack of Multimedia support
Motorola OS has been said to be not so great.

Some people are like Slinkys... Not really good for anything, But they still bring a smile to your face when you push them down a flight of stairs.
I'd be torn between both of them but the Sony-Ericsson isn't available and I get half price phones because I work for Cellular one right now. (Except for the damned RAZR which won't be available for employee pricing until 1/1/06 )
