I did a photo shop and switched out his nice car for a clunker. Hes threatening me with copy write law etc sue me etc.. He has no sense of humor.
Anyway since I feel secure that it was in the public domain and therefore is public domain, so Im not worried. Then I got to thinking Hey! When have I ever been correct about anything and thought maybe I should ask you guys before I get myself in trouble.

Actually, that's a myth. There is no requirement to be making money or to publish someone else's work in order to violate copyright. And fair use is more restrictive than most people think. Neither of the examples you gave, for example, would be fair use.

I didn't say that they necessarily say "no" out of arrogance. It's merely so annoying when one has found the perfect sigpic, forum avatar, etc., but has absolutely no chance of obtaining permission to use it.

No, I'm merely saying you made a blanket statment on the conceit of artists without having a clue why many are even like that. Who my friends are, or aren't, doesn't really matter. You obviously are superior with your hundreds of artist contacts that you have dealt with. Much like celebrities, I guess artists should feel required to bend to your whims and views on how they contribute to satisfy you in order for you to be happy about it.
I already gave one example of why many artists are the way they are about thier artwork, I could give you many more, but you hurt my brain and it would be a waste of time. For your reference though, almost all artists keep what they call junk work which they throw out there for just about anything.
