What the problem here is that those OTHER people are most likely behind a router/firewall without port 7700 being forwarded. This is what creates the 999 ping problem I'm almost positive. So opening up your own personal router/firewall doesn't have an immediate effect often, but it does help as more and more people do so and will make EC games better.
