As for making it PS2 only, it looks like a poor move on paper. Making it for all three has the advantage for some players that perfer another system over the other.
Personally, I liked the GameCube version more. The controller just fits me a little better. Plus, the graphics and loadtimes were better compared to the PS2, and at least par to the Xbox.
On Namco's part this is probably the best decision for them. Development costs keep going up, and if they deliver on what they have promised then it just is not practical to cross develop.
The PS2 has a huge market penetration, more than X-Box and Gamecube combined. As an example, the store I worked in last year contributed 52% of it's sales to PS/PS2 consoles, games, and related items. X-Box on the other hand contributed a mere 18%. Those numbers have been fairly consistant since the X-Box's launch, even if Microsoft did get a small boost from Halo 2 last year.
My guess would be that cross development is too expensive. And making it an exclusive to one of the secondary consoles, while perhaps making the game technicaly superior, just would not be practical.
I won't even mention that not developing for the Gamecube because it would be too difficult and costly is BS.
Hope the small-ish arcade at my school gets a cabinet, because that's the only way I'll ever play it.

I wouldn't actually expect to see fighters released in arcades anymore at all. If they are, great, but I wouldn't expect it. The Arcade market in general, both in the US and Japan, have diminished to a mere shadow of their former selves. This is why DOA3 was only released on X-Box, and not also released in the arcades. It's really not all that profitable to produce arcade machines.
On the other hand, getting a machine in your own home is getting cheaper and cheaper. While at Fry's the other day, they were selling a cabinet that contained like 30 capcom arcade games all in one for only like $900. They were also selling arcade controllers that you could install into a home-made cabinet yourself.
Hell, if I actually had room, and money, I'd probably build an arcade cabinet myself and set it up so I could change games out and invite friends over to enjoy it.

Damn, I'm going to have to look into this when I get my own place. There's a lot of good arcade games out there that I'd like to have...

It's the worldwide numbers that count. In Japan and Europe, the X-Box is not even close to the PS2's numbers, and Soul Calibur sold far more on the PS2 than the GC.
