It's got nothing to do with aim, I actually have rather high accuracy. It's just that much like the transition from Easy to Normal, when going from Normal to Heroic, you need completely different tactics.
So, can anyone give me any strategic advice?
Main thing about Heroic is weapon choice. Use your marines to hold weapons you'll need for later on, like the rocket launcher. (just watch out when they shoot) I found that the Plasma pistol and SMG work best for single and online play. Just keep the pistol charged and it will knock out enemy shields comepletely while you shower them with the SMG. An added bonus is that the plasma bolt homes in on the target a little. Then I usually keep some sort of sniping weapon as a secondary.
Strippers are people too; naked people who may be willing to pleasure you for a price you negotiate later behind the curtain of the VIP room. Besides, they're already dead inside.
Yes, this is what the pistol is good for, at halo2 lan parties we play "marathon" mode, which is no shields, human weapons with death penalty to score on. 5 minute matches, lots of fun. You learn to headshot like all hell with the pistol in these matches as thats the weapon you start with when we play. If i have a plasma pistol and a normal pistol i can take out an elite in the time it takes for the bolt to fly from my gun to the elite, even on legendary.

I actually find brutes a lot easier than the elites. Elites you have to take down all at once, or else they'll regenerate their shields; brutes go down easy if you tag them in their head a couple times with the carbine, and you can always take cover if things get too hairy without losing ground like you would on the elites.
The brute shots get really, really irritating though.
