I recently got to thinking and realized that with the exception of them bursting into song, many of them were actually pretty devious.
My favorite is Scar, particularly because of the mindfucking he gave Simba after his dad's death.
After what I saw her doing with the monkey... yeah..
(Scar was really cool too.)
Otherwise I would have to say Ursula

In entertainment value, I always enjoyed Hades. His hair was very expressive.

As for sheer evil...Maleficent.
As for scared-the-shit-out-of-me-when-I-was-younger, Satan from Fantasia, raising the dead in the Witching Hour. That music still gives me chills. Hard to believe they were originally going to set it to some dinosaur battle.

It is by caffeine alone I set my mind in motion. It is by the beans of Java the thoughts aquire speed, the teeth acquire stains, the stains become a warning. It is by caffeine alone I set my mind in motion.

Hades...just because James Woods running wild was fantastic (only reason to see John Carpenter's "Vampires" by the way; "Hey padre, when you were offing that bloodsucker..." "Yes?" "You get a little wood?")
All those segments that were of such great comedic value with James Woods were takes he was allowed to do off-script. Great stuff. I need to get the DVD just to watch those segments.

I totally agree, though my opinion was heavily influenced by their roles in Kingdom Hearts as well
It's not something people hear about.

Shan Yu was cool...but only because he was so entirely calculating and collected. When he lost his cool, he got ganked.
Likewise...Maleficent turned into a dragon? Great. Transforming doesn't count as a bonus if it doesn't actually give you an advantage.

Many of the Disney villains are evil. And many enjoy what they are doing. But how many of them did it just to be an evil bitch/bastard?
Watch Sleeping Beauty, and listen to that speech she gives to Prince Charming when he's in her dungeon. And then she walks away laughing. THAT, right there, is a mega-bitch.
She has style, too. She doesn't look like the mutant lovechild of Rosanne Barr and a HTM, nor does she have to turn herself into a wrinkled old crone to get her revenge. Her outfit says "Evil bitch and proud of it". And when she had to pull out all the stops, she did it by flinging herself across the sky as a ball of energy, then transforming into a badass looking dragon to go one-on-one with the hero.
