Thats how they were done. There's no actual loop commands, so they make a macro, put it in a hotkey spot, and have the line /ui action toolbarSlotXX target itself.

1. Currently, yes. That's how you loop them. The plan is (as far as I know) to make it so you can't call macros from macros to make it so people can't loop them in this manner.
2. No.
