It's not something people hear about.
I'm working on one right now. And yes, it does cost money. As I recall, Homestead used to allow free website hosting, but now you have to pay too. Bastards.
There are a few free web services, but they only allow the simplest of website publishing (e.g. text). If your looking for image hosting or more complex matters, better get some money.
You can get more versatile hosting for anywhere from $5 to $30 per month, or your own dedicated server for $100+ per month. Once you describe what you want to use the server for, maybe people can say what'd meet your needs, and where specifically you can find it.
It's only like.. $30US a year... you don't get any neat hosting stuff like CGi.. But you do get 20MB free when you sign up. And you get e-mail address and so on. Downtime is next to nill too. No monthy fees if you use the free hosting service.

One guy at work made some revisions to the company website using Frontpage. The pages all locked width at 1024 pixels (his screen resolution), so that anyone with an 800x600 screen couldn't see the whole page, and anyone with a 1280x1024 screen wasted space. All the tables had borders whether they'd been that way before or not (most hadn't), which wreaked havoc on the image layouts.
I revamped the pages in Notepad, and they came out much cleaner with half as much code.
For HTML work, I prefer to use http://www.editplus.com. It's like advanced notepad. Color codes HTML as you type it, so you'll know if you've got an invalid tag or forgot to close a tag. It's my fave-o-rite!
Just don't fall into the trap of newbie webpage makers and put lots of blinking crap and frames. Ugh.

Though, I have to say with the exception of 'cuz' and 'kinda,' his spelling is better than a lot of people on this board.

Get an account, go to the Web Hosting section, find your "Index" file, click edit (to the right), put your website's HTML there.
Then go back to the Web Hosting section, click the little "Home" icon, and it will bring up your website.
