Should I restart a game of Morrowind, which I've beaten the main quest but nearly none of the side quests, or Planescape: Torment, where I've never managed to make it out of the Mortuary because it just didn't click the first time I played.

I'd go with Morrowind. Planescape was fun, but it also fried my operating system part way through the game.

I was too busy plaing Baldur's Gate when PS:T came out and now I can't find it :/... Morrowind can be kind of tedious, and I hear people say that PS:T was better than BG:II (which is possibly my favorite game ever...) so I will recommend that.

When was the last time you played Morrowind?

If it was more than 3 months ago or so, go cruise the forums, Morrowind Summit and Euro-RPG and mod it. Makes it an entirely new experience.
