Holy crap was that ever bad quality, the clip of that I originally saw... a long while back, was of an exceptionaly high quality, enough where you could see the blood running out of his nose and mouth almost like a faucet, plus was longer. had more of the meeting or whatever they were doing when he pulls the manilla envelope from inside the podium with the gun inside

What was going on during that clip? They seem kind of paniced that he pulls a gun out, and he's trying to explain something. I would like to know more.

It was a meeting of sorts, looked like a city meeting or something. He gets up there behind a wooden podium in front of the crown of people sitting down waiting for it to start and hands out some envelopes to a few people nearby, aides or friends perhaps. For about a half minute or so it continues as normal, the people that he handed the stuff to returns to their seats, people mutter and talk to each other. Then he grabs a manilla envelope from inside the podium and pulls the gun out. He tries to say something, he tries to get in a quick word, basically telling everyone to be calm so he can speak, but people start to freak out. He tries to get them to be quiet a couple times so he can get his 2 cents in, but people keep getting louder, so he just puts the gun in his mouth and pulls the trigger.
From what I saw of the video, I think he was just trying to explain what he was doing, and that he wasn't there to shoot them all or something. He keeps the gun hidden behind the podium at first, but eventually people start to notice it so he just pulls it out and tries to get some quiet. Doesn't happen, can't hear what he is saying over the people shouting and screaming at the sight of the gun though.
Pop, he slumps down, and blood begins to pour from his nostrils and mouth like there is a faucet on in his head, and the cameraman zooms in on the body as he continues to pour blood, and you hear people screaming their heads off in the background.
