I mean I'll be on my computer and I'll start hearing bizarre noises.
When I mousewheel up or down, it makes a kinda "bwoooooooooooo" sound, real quiet like.
When I minimize it goes "bwooop" and when I maximize it goes "bweeeeep"
I have NO sounds assigned to anything in my windows sound profile!
What he HELL os going ON here!?

My guess would be a poorly shielded monitor leaking radiation that your speaker cables might be picking up.
I thought that might be the case, so I turned off my monitor and tried it and it still happened!!!!!!!
