Wasn't there a third-party program that could do that? It wouldn't change NPC models, races, etc. but the player could use the hakpack content.

It's for the CEP, but the general method still works for other hak paks. Also note that if you save the modified .nwm files in your \nwm directory you'll break your ability to patch. The best solution is to save them as new .mod files in your \modules directory. You'll have to play them by going to "other modules" but it won't screw anything up, aside from taking up more hard drive space.
