The Vah Shir haste songs stack with spell haste. Forget the proper names.
The answer is either "Yes, fully" or "No, only the stats"
Bard songs that are "overhastes" and the haste and any stat components stack with other spell hastes:
50 - Melody of Erjav (5% haste, 6 AC, brass instrument required)
52 - Battlecry of the Vah Shir (15% haste)
60 - Composition of Erjav (10% haste, 9 AC, brass req)
60 - Warsong of the Vah Shir (25% haste)
64 - Rizlona's Call of Flame (30% haste, 15%+ to direct damage nukes)
65 - Call of the Muse (30% haste, 15%+ to dd nukes and dots)
Bard songs that are normal hastes, and the haste component does NOT stack with other hastes, but the stat bonuses still count:
10 - Anthem de Arms (10% haste, 37 Str)
36 - Vilia's Verses of Celerity (20% haste, 37 Agi, 9 AC)
42 - McVaxius' Berserker Crescendo (24% haste, 22 Str, 9 AC)
50 - Verses of Victory (30% haste, 30 Agi, 15 AC, 30 Str)
54 - Vilia's Chorus of Celerity (45% haste)
57 - McVaxius' Rousing Rondo (23% haste, 22 Str, 15 ATK, 8 DS)
62 - Warsong of Zek (60% haste, 37 Str, 18 ATK, 15 DS)
Epic proc - Dance of the Blades (55% haste, 30 Str, 30 Atk)
All numbers above are max level values (ie, Berserker Cresh starts at 18% haste, 15 Str and 6 AC at level 42, but gets better with levels). Numbers do not include instrument modifiers (ie, holding the epic multiplies all values except for haste by 1.8 for most songs).

I was always under the impression it was { itemHaste + spellHaste + songHaste < maxHaste + overHasteSong }
So, if there is a spell haste that is higher then my song haste, I shouldn't bother hasting?

It is { itemHaste + HighestOf(spellHaste,songHaste) + overHasteSong }
Its a judgement call really if you want to sing a normal haste song with a chanter/shammy around. Unless resists are needed, I generally sing the normal haste song for the stat bonuses, and to cover haste if it drops or gets dispelled.
