John was the guy he had a spat with.
I do agree that he is utterly gay, but I think that his obsession with Mr. Burns trumps any other relationships that he may have on the side, if any. He is obsessed with Burns to the degree that it almost seems redundant to ask if he is gay.
As an interesting note, I found this while I was looking up the episodes which says:
