For instance, I just recently found a Rappys Wing, and it says it can be used to create a powerful weapon. Does anyone have any idea how to activate this weapon?

He'll be standing in between the hospital and the president's room, talk to him and he'll tell you that he's looking for interesting things that he can experiment with and such, talk to him once more and he'll take the wing and turn it into a Rappy's Fan. A neat-o slicer type weapon.
