I'm looking to make a low quality animated video, about the same(probably less than) quality of South Park. The animation will be as simplistic as South Park, anyway.

I was wondering what programs I would need anr/or would be best for doing this.

I also need to be able to integrate sound files.

Ok, right before I took off for a few days was not the best time to ask this question in the first place.

Now I'm back, and I've got a little add-on: It can't be too hard to learn. The person who will be doing the videos isn't literate with any programming language, and won't be able to learn anything overly complicated.

Flash is a higher quality product than I was looking for, and I assumed it would be difficult to do, even if the video had a simplistic appearance.

One option I was painfully considering was an enormous animated gif, and Photoshop. It would work, but it would take a long time.

Flash > Photoshop + Gif thingy

Ive never seen any programming in flash unless you did interactivity, and even then it was simple.

Get VegasVideo and VegasAudio to do the sound and video effects, like screen transitions and stuff.

i wonder if windows movie maker would work, it's a movie editor thatcomes bundled with winxp, and if you can assemble a film from a bunch of photoshops, that might be a little better than uswing gif files.

the real question then becomes, who the hell is doing the video? Because I know it's not you...
