He would've pulled all the schemes off, too, if the authors hadn't realized that the only way to let the heroes win was to make him uncharacteristically stupid for the last episode. And so they did.
He worked his way up from nothing to evil general and very nearly, evil god. That's quite a bit more impressive than some omnipotent being who decides one day to destroy reality on a whim.
Fistanditalus/Raistlin from Dragonlance also deserves mention.
And though I never played System Shock 1, Shodan scared the bajeebus out of me in SS2.
